Russian, American and European space agencies are in talks to create a human colony on the moon, according to Russian news source Rianovosti.

Russia wants to build either a space base on the surface of the Moon itself or a space station that…

…. I can understand a small base for experimentation and launching stuff farther and faster than we can from Earth, but a full blown colony is just stupid.  Of any of the terrestrial bodies we could colonize in this system, I’d rather we colonize somewhere that could support life if Earth fails to pull through with supplies.  The moon is basically a warm Pluto compared to say Titan or Mars or even Europa!  Colonies need to be self sustaining, not reliant on Terra.  Though this is a nice step towards advancement.
